Treasury reveals cost of carbon tax on Australian families

Treasury documents released today under the Freedom of Information (FOI) act reveal that Australians could face up to an A$863 rise in household costs per annum if the government proceeds with its plans to put a tax on carbon emissions.

The documents reveal an a annual price rise of $218.40 for electricity, $114.40 for gas, $187.20 for petrol and $88.40 for food for the average household. The treasury modelling was based on a $30 carbon tax, but also estimated other prices such as a $40 tax which predicted a rise of over $1,100 to the average household’s annual budget. However, they do not take into account the compensation deals and offsets promised by the government if a price is put on carbon.

After viewing the treasury modelling, Treasurer Wayne Swan and Climate Change Minister Greg Combet released a joint statement saying without the finalization of compensation packages it is too early to predict price rises. “No final decisions on the starting price or assistance have been taken and therefore it is far too early to speculate on any potential price impacts,” the statement said. Until the final design and modelling have been settled, anyone who uses these figures to scare families about prices is engaging in a dishonest, misleading scare campaign.”

Opposition Leader Tony Abbott said the figures demonstrated the toll a carbon tax would have on Australian families. This just demonstrates that the Government has known all along that its carbon tax won’t clean up the environment but it will clean out your wallet,” he said. That’s right and this is $863 a year in extra burden that the Australian people shouldn’t have to pay. This is an $863 a year hit on families’ cost of living. Families are doing it tough as things stand. They don’t need a bad situation made much, much worse by Julia Gillard’s carbon tax.”

The Australian Chamber of Commerce and Industry (ACCI) has also officially opposed the adoption of a carbon tax. A resolution was passed by all 30 members at their general meeting to reject the Federal government’s plan.

Glasgow cannabis enthusiasts celebrate ‘green’ on city green

Coinciding with Easter Sunday, Glasgow Cannabis Social Club’s annual 420 event was held on Glasgow Green, under sunny blue skies, and overlooking the river Clyde. Despite the city’s council attempting to revoke permission for the gathering at the last minute, police were happy for it to go-ahead with approximately a dozen officers attending in high-visibility vests.

The Daily Record reported five arrests were made for minor offences, likely smoking and possession of small quantities of cannabis. Taking a less-sensational — and more accurate — line of reporting, the Monday edition of Glasgow’s Evening News stated five were referred to the Procurator Fiscal who is responsible for deciding if charges should be brought.

Official figures provided by the police were that 150 attended. With people coming and going, Wikinews reporters estimated upwards of 200 attended, compared to nearly 700 who had signed up for the event on Facebook. Hemp goods were advertised and on sale at the event, and some attendees were seen drinking cannabis-themed energy drinks.

“I was searched and charged under the Misuse of Drugs Act (which is a lot of bollocks)” one attendee noted online, adding “not fair to happen on a brilliant day like it was, other than that I had a great day!” A second said they were openly smoking and ignored by police, who “were only really focusing on people who looked particularly young”.

Cannabis seeds were openly and legally sold at the event and a hydroponics supplier brought a motortrike towing an advertising trailer. Actually growing cannabis is, however, illegal in the UK.

With the event openly advocating the legalisation of cannabis, speakers put their arguments for this to a receptive crowd. Retired police officer James Duffy, of Law Enforcement Against Prohibition, spoke of the failed United States alcohol prohibition policy; stressing such policies needlessly bring people into contact with criminal elements. Highlighting other countries where legalisation has been implemented, he pointed out such led to lower crime, and lower drug use overall.

One speaker, who produced a bottle of cannabis oil he had received through the post, asserted this cured his prostate cancer. Others highlighted the current use of Sativex by the National Health Service, with a cost in-excess of £150 for a single bottle of GW Pharmaceuticals patented spray — as-compared to the oil shown to the crowd, with a manufacturing cost of approximately £10.

Similar ‘420’ pro-cannabis events were held globally.

Buffalo, New York —In an unanimous vote, the City of Buffalo‘s Planning Board voted to table the Elmwood Village hotel Proposal, postponing voting on legislation for up to 30 days.

The Board said its decision was due to the lack of public involvement, saying that there have not been enough meetings.

The Elmwood Village Hotel is a proposed project by Savarino Construction Services Corporation and was designed by Karl Frizlen of The Frizlen Group. The hotel would be placed on Elmwood and Forest Avenues in Buffalo, New York. In order for the hotel to be built, at least five buildings, that include both businesses and residents, must be demolished.

The Forever Elmwood Corp. is a Buffalo-based non-profit organization founded in 1994. Justin Azzarella, the Executive Director for the organization voiced support for the proposal, stating: “I am here today to lend Forever Elmwood’s support the hotel project. Particularly, Forever Elmwood is encouraged by the fact that this building follows the more stringent Elmwood Village Design Guidelines. We have been speaking with Savarino Construction, and they have promised us [Forever Elmwood] that they will engage the community further, including the surrounding Block Clubs and businesses. For that reason, while Forever Elmwood is in support of this project and the type of project that it is, we are asking also that the project be tabled so that the community can be further engaged. Specifically the surrounding Block clubs which include the Granger, Claremont, Asland and The Lincoln Parkway Block Clubs.”

“Because of the excellent work that Karl does and the game plan that they have, I think its an ideal use of this particular location. I think that this particular type of development needs to be encouraged and promoted as opposed to roadblocked,” said a man who owns five properties near the proposal site.

However, Evelyn Bencinich, a resident of Granger Place and whose house would be located directly behind the hotel said, “My property value will be depreciated or non-existent because no one is going to want to live behind a multi-story hotel. We are facing up to a year of noisy and dangerous demolition and construction. Children, pets and even drunk rebellers could wander on site and get hurt. Traffic tie-ups caused by large machinery and garbage bins is inevitable. Where will pedestrians walk? We could experience increased unsanitary flooding in our yards and basements due to the digging and cementing for the underground parking garage. Rats will be displaced into the immediate neighborhoods and be in great abundance. Once we get past the year of nightmare construction, what if you build it and they don’t come? We could ultimately have a seven million dollar rooming house on our corner.”

Patty Morris, co-owner of Don Apparel with Nancy Pollina at 1119 Elmwood also asked that the project be tabled saying, “this has only been public knowledge for less than two weeks and the public never saw the redesign. How can you vote on anything that no one has seen yet? The Board cut off Morris saying, “so specifically you don’t have any problem with it [the design] you just…” Morris then said, “Oh I am totally against this project, but thats besides the point isn’t it.”

The planning board is also concerned that the current design may still be too big.

At one point Board member Susan Curran Hoyt said, “we know you’ve cut down your number of rooms on this project, but we still see it doesn’t seem to fit the description of a ‘botique’ hotel,” and asked Eva Hassett, Vice President of Savarino Construction, “we wonder if you could reduce the rooms further.”

“One thing I didn’t talk about was the price levels of these rooms and that will be important to know. The room rate will be somewhere between US$120 and $160 a night, which is about the same price of the Hampton Inn down town and the smaller you make the hotel, the more expensive the rooms will get. We believe that we’ve made a good compromise in terms of the size of the hotel and perhaps botique means different things to different people,” said Hassett.

The board was also concerned that there is not enough parking asking, “are there alternative plans for valet parking off-site, in the event that you have a full hotel or a large event going on?”

“We are exploring several possibilities with respect to additional parking for valet and parking near-by,” replied Hassett. “We are also exploring the possibility of using the rear of 1105 Elmwood for additional parking, which would give us an additional ten or eleven spaces.”

The new design has a total of 55 parking spaces for 72 rooms, with 39 of them underground and the rest on ground level.

Hassett also said that a “parking study” will be done on the area.

Concerns that the second floor of the hotel will be too close to the property of 605 Forest were also brought up. The board asked how far the hotel would be from the property and Karl Frizlen replied saying it would “be approximately five feet from the property line,” but he also admitted that, “I do not know exactly how close the house next door” will be from the hotel, but did say “I think the house is about four or five feet away from the property line and we [the hotel] sit right on the property line.”

The board is concerned the setback from the property is not enough saying the space between the building and the hotel is “pretty narrow.”

The City’s Common Council also agreed to table the proposal also citing the need for more public engagement and the need for more organizations to respond including the Buffalo Preservation Board and the Office of Historic Preservation.

During that meeting, Hassett also said the proposal to try and get a variance to obtain the properties of 605 and 607 Forest were “now off the agenda.”

The Common Council is expected to meet and hold a public hearing about the project and the rezoning of the properties to be demolished (1119-1121 Elmwood) on Tuesday March 7, 2006 at 2:00 p.m. in Council Chambers at City Hall. At the moment the properties are not zoned for a hotel.

Fiji loses rights to host World Netball Championships next year

The International Federation of Netball Associations (IFNA) has stripped the rights from Fiji to host the World Netball Championships in 2007 because of the military coup that took place on December 5.

The Netball Championships were to take place between 10 July and 21 July, 2007 at Fiji’s capital, Suva.

IFNA president, Molly Rhone, said: “It is deeply regretted that we have had to take this decision, recognising the hard work that has been done by the Organising Committee in preparing to host their first senior World Championships.”

“We know that many supporters around the world were looking forward to this great sporting event in Fiji,” Ms Rhone said.

Alisi Tabete, president of Fijian netball, said that today is a very sad day for sports and that they had wasted many years preparing to host the championships. “We had been working on this event from 1999 and right now I am trying to reason with myself as to why the championships has been lost and just thinking ‘what if’.”

“We have to think positive and am still thankful that we had been given a chance for the champs,” Ms Tabete said.

The IFNA is yet to announce a replacement venue for the games. Ms Rhone said: “IFNA will now be working assiduously to find a new venue to host the Championships.”

NASA: Arctic Sea’s icecap is melting

NASA scientists say that the Arctic Sea’s icecap is melting and that the icecap is melting fast.

According to images captured by NASA’s QuikSCAT satellite, the Arctic icecap has lost at least 14% of its ‘perennial’ ice between 2004 and 2005. Data shows that at least 280,000 square miles of ice, at least the size of Texas has been lost. The eastern Arctic has lost at least 50% of its ice, but scientists say that ice was shifted by wind and other weather factors from the east to the west Arctic, causing the western areas of ice to actually grow.

Between October 2005 and April of 2006; however, the icecap lost an additional 70% of frozen water.

Between 04 and 05, the perennial ice, which is supposed to remain frozen year-round, was replaced by ‘seasonal’ ice, which scientists say melts faster during the Summer months. This event has never before been witnessed. Perennial ice is normally 3 meters (10 feet) thick or more and seasonal ice is only 0.3 meters (1 feet) to 2 meters (7 feet) thick.

“If the seasonal ice in the east Arctic Ocean were to be removed by summer melt, a vast ice-free area would open up. Such an ice-free area would have profound impacts on the environment, as well as on marine transportation and commerce,” said Son Nghiem, the leader of research at the Jet Propulsion Laboratory in Pasadena, California.

For several decades, the icecap has melted about 0.7% a year during the Summer months and has increased at least “18 times” faster than past decades, but Nghiem also said that the icecap has melted with “some variability” over the past years and was at times a “much smaller” of a loss of ice.

“If we average that over the long term we find a reduction of between 6.4% and 7.8% per decade. What we have here is 14% in one year – 18 times the previous rate. In previous years there is some variability, but it is much smaller and regional. [The changes between] 2004 and 2005 is enormous,” added Nghiem.

Global warming is believed to have played a role in melting the ice.

“It has never occurred before in the past. It is alarming. … This winter ice provides the kind of evidence that it is indeed associated with the greenhouse effect,” said Josefino Comiso, another NASA researcher and scientist.
