Stem cell bills passed by US House and Senate

The Stem Cell Research Enhancement Act of 2005 (HR810), approved by the US House of Representatives in 2005, gained a 63-37 approval in the Senate on July 17th, 2006, and will now be presented for presidential approval or veto.

Bill HR810 passed by the Senate as SB471, overrides the 2001 executive order signed by George W. Bush that banned funding by the National Institutes of Health (NIH) for embryonic stem cell research of stem cell lines created after the executive order was issued. The new bill does not include a provision against privately funded research, which is legal under the law, only research funded by NIH.

The bill includes three ethical requirements for funded research. First, the stem cells were derived from human embryos that have been donated from in-vitro fertilization clinics, were created for the purposes of fertility treatment, and were in excess of the clinical need of the individuals seeking such treatment. Second, prior to the consideration of embryo donation and through consultation with the individuals seeking fertility treatment, it was determined that the embryos would never be implanted in a woman and would otherwise be discarded. And lastly, the individuals seeking fertility treatment donated the embryos with written informed consent and without receiving any financial or other inducements to make the donation.

President Bush is expected to veto the bill as early as today, White House Press Secretary Tony Snow said the veto would be “pretty swift”. This would be President Bush’s first veto of his two terms in office.

As with any vetoed bill, a two-thirds majority of the House and Senate can override said veto, but the original vote (63-37) show that the Senate is more than likely to not get the override votes it would need. Even without the two-thirds original vote, Senator Carl Levin of Michigan has voiced support for a veto override.

Two other bills, S2754 and S3504, the Alternative Pluripotent Stem Cell Therapies Enhancement Act and the Fetus Farming Prohibition Act of 2006, respectively, were failed and passed in that order by the House of Representatives. S2754 was introduced to the House this afternoon and failed by a vote of 273-154, S3504 was passed unanimously by the House and is also expected to be on the President’s desk this morning.

Canberra central business district trials urinals

Canberra CBD Limited (CCBD) released data this week about a urinal trial in the Australian Capital Territory (ACT)’s Central Business District (CBD) this past weekend that showed the temporary urinals collected 220 litres of urine in a four day period between 7pm and 7am on Thursday, Friday, Saturday and Sunday nights. Estimates showed that 1,200 men relieved themselves in this period, with 450 of them doing so on Saturday night.

A number of businesses in the CBD had complained about men using storefronts and streets to relieve themselves despite the possibility of AU$200 on-the-spot fines. 277 people have been fined in the territory in the past year, with 228 of them being fined for public urination in the CBD.

The urinals were placed in a number of public places including Verity Lane, at the bus interchange on the corner of Alinga Street and Verity Lane, and on City Walk near the corner of Saraton Lane. They have small doors at hip level to provide some degree of privacy despite their very public location. Barcham, writing on The Riot-ACT, notes the privacy afforded to men is limited as the doors appear to be for very short men, saying “The doors sit well below ‘business’ level, meaning they won’t actually provide privacy to anyone over 5 foot tall.”

The urinal trial is scheduled to continue over Easter weekend. In a press release issued by CCBD, CCBD’s chief executive officer is quoted as saying, “Canberra CBD is focussed[sic] on providing a clean and safe city for the broader Canberra community. […] This urinal trial is not a permanent solution, rather a trial to provide data for decision making purposes.”

Before the start of the trial, CCBD said if the trial proved successful, the ACT government could consider making the urinals a permanent fixture in the CBD. Kros Urinals is maintaining the urinals.

A survey on the Canberra Times website found 43% of respondents liked the idea of the urinals and wanted them to become permanent while only 13% thought the answer was not urinals but more policing for public urination.

Emaar MGF, the famed builders of Commonwealth games village was accused of involvement in the infamous Emaar Property scam in the city of Hyderabad. Although Emaar is not the prime accused in the alleged scandal, the real estate developer had to bear the full blast of the media and local activist, its name overshadowing the primary accused in the Emaar Scam, Andhra Pradesh Industrial Infrastructure Corporation or APIIC just because of its global stature. Accused of undervaluing the plots of a residential community in the heart of Hyderabad, local media and activist had a field day when the news came out.

APIIC s dream project, Boulder Hills Township is a luxurious upscale neighbourhood spread across 531 acres surrounded by lush greens of an 18-hole golf course and was developed together with Emaar. The township even boasts of its own shopping mall and a resort style 5 star hotel. However, this dream venture went awry as news of undervaluation of land started surfacing. In order to save face accused the global real estate developer, Emaar for dilution of public stake in the venture without their knowledge. Emaar MGF has vehemently denied these allegations and even if it holds a shred of truth, Emaar could not have done it without the government run state partner s knowledge. With several famous names in the community list, Emaar scam became one of the most sensational news on media circuit. The real estate developer unwittingly became a victim of hasty media sensationalism. However, Emaar refuse to buckle to such implausible allegations and went out of its way to clear its name. And as the CBI investigation progresses, it is fast emerging that the real estate company has little to do with the scam and other parties including the state run APIIC needs more closer investigation. With CBI investigation clearing the role of Emaar in the alleged Emaar Property scam, the real estate builder has moved forward to concentrate on several important new projects it has undertaken. Nigeria swears in new president after death of Umaru Yar’Adua

Goodluck Jonathan, the acting president of Nigeria, was formally sworn in today, several hours after president Umaru Yar’Adua died.

The oath of office was administered in the capital Abjua. According to the constitution, Jonathan will be the country’s leader until next elections next April; he is also to nominate a vice president, who must be approved by the senate.

Jonathan already has been running the country when he became acting president since February, when Yar’Adua was hospitalised in Saudi Arabia for medical treatment.

After being sworn in, Jonathan made an address. “While this is a major burden on me, and indeed the entire nation, we must — in the midst of such great adversity — continue to gain our collective efforts towards upholding the values which our departed leader represented […] One of the true tests will be that all votes count, and are counted, in our upcoming presidential election,” he said.

Yar’Adua, aged 58, was buried earlier in the Katsina state; the government has declared a week of mourning.

Leonard Skinner, namesake of rock group Lynyrd Skynyrd, dies at age 77

Leonard Skinner, the namesake of rock band Lynyrd Skynyrd, has died at the age of 77. Skinner was a gym teacher and basketball coach and taught members of the group. His death was announced by his son, also named Leonard Skinner, who also said that he was suffering from Alzheimer’s disease.

Skinner died at the St. Catherine Laboure Manor nursing home in Riverside at 02.30 a.m. His son said that he had a bowl of ice cream shortly after midnight. He had been at the home for about a year.

The coach taught the members of the group in the 1960s and was reportedly hard on the students. He later said in a 2009 interview that “he was just following the rules”. He disputed the rumours that he was extra tough on them or that he kicked them out of school.

In later years he opened up his own bar and became friends with some members of the group and even introduced them at one of their concerts in Jacksonville.

Kiribati acquires international funding for solar power

Last Tuesday, AusAID Australia and the World Bank’s Global Environment Fund (GEF) reached an agreement to give the government of Kiribati US$5 million (AU$4,779,000, NZ$5,985,000, €3,885,000) to install solar panels around the country capital, located on the Tarawa atoll. According to Business Desk of the Brunei Times, AusAID promised AU$3.2 million in funding, while GEF promised US$1 million. The country was the first in the Pacific to make a deal with the World Bank.

The funding was part of a US$530 million (NZ$635 million) package announced at yesterday’s Pacific Energy Summit in Auckland involving New Zealand and the European Union, Australia, the Asian Development Bank, the European Investment Bank, the Japan International Cooperation Agency, the World Bank Group, and the United Arab Emirates. Also at the summit yesterday, New Zealand’s Foreign Affairs Minister Murray McCully had announced a national commitment of USD$54,262,000 (AU$51,861,000 NZ$65 million, €42,178,000) to Pacific region energy solutions, of which US$8,348,000 (AU$8 million, NZ$10 million, €6,483,000) would be specifically earmarked for renewable energy and improved energy efficiency in the Cook Islands, Kiribati, Papua New Guinea, Samoa, Tonga, and Tuvalu.

Kiribati is heavily dependent on diesel fuel for most of the energy available on the national power grid, which supplies power to half Kiribati’s population of 110,000. In addition, a third of the country’s population lacks access to electricity. Once installation of the solar panels is complete, they are estimated to reduce diesel consumption by 230,000 liters (60,760 gallons) a year and give access to the electricity to some parts of the population that currently have no electricity. The European Union already has committed €100 million to sustainable energy in the region, with €10 million of that coming as a result of an announcement made last week.

In a press release about the news, Kiribati President Anote Tong was quoted as saying, “Kiribati faces big challenges it is remote, it is at risk from the effects of climate change, and it is vulnerable to economic shocks. […] Shifting Kiribati’s focus to reliable solar energy will provide a more secure, more sustainable power source for the country’s people.” Radio New Zealand International quoted Tong as saying, “It’s the first time we are doing this. We’re excited at the prospect of even substituting fossil fuel to a small extent at this stage. What the system being envisaged will only produce around 500 kilowatts, but this is the beginning of what I hope will be a pattern, the trend in the future.”

The European Union’s Fiji-based head of operations for the Pacific region, Renato Mele, supported alternative energy solutions like solar power for the region, but said that solar power had limitations because climate and environmental conditions sometimes meant batteries required to power the panels had a life of only 12 months, compared to other climates where batteries normally last five years. This created the potential to drive up standard operating costs. Mele has also noted these additional costs though are still lower than the cost of diesel power.

One News Pacific Correspondent Barbara Dreaver noted, “Governments will be able to put the money they (currently) spend on diesel into things like education and health.”

Riots in Greece enter fourth night

The riots in Greece that started on December 6 have entered their fourth night. These are the worst riots the Hellenic Republic has witnessed in decades.

The riots were triggered when Alexandros Grigoropoulos, a 15-year-old student, was shot and killed by police. The police claim that Grigoropoulos was throwing a bomb at them when they fired.

Cities throughout Greece have been hit by the unrest, not just Athens. Hundreds of shops and businesses have been destroyed.

“No one has the right to use this tragic incident as an excuse for acts of violence,” said Prime Minister Kostas Karamanlis, New Democracy party.

“The government cannot handle this crisis and has lost the trust of the Greek people,” George Papandreou of the Panhellenic Socialist Movement said. “The best thing it can do is resign and let the people find a solution … We will protect the public.”

The rioters are organizing on the campus of National Technical University of Athens (Athens Polytechnic). A constitutional clause enacted after the overthrow of the Greek military junta of 1967–1974 prevents security forces from entering the campus.

The Guardian is reporting that the University is being used by young men and women to stock up on firebombs and break up marble slabs to throw at police. From behind their makeshift barriers, they vowed the unrest would become “an uprising the likes of which Greece has never seen.”

“We are experiencing moments of a great social revolution,” leftist activist Panagiotis Sotiris told Reuters. Sotiris is among those occupying a university building. “The protests will last as long as necessary,” he added.

“A switch has been flicked and the pressure cooker’s boiled over,” said David Lea, an analyst at {{w|Control Risks Group|Control Risks Group]] in [[London}}, to Bloomberg News. “There are certain places where anarchists are more likely to inspire violence, and that’s Greece.”

Two police officers have been charged in the shooting death of Grigoropoulos, who was buried on Tuesday.
